In June, American AI entrepreneur Sam Altman expressed his interest in working in Indonesia to Luhut Binsar Panjaitan, Indonesia's Coordinating Minister of Maritime and Investment Affairs. Luhut, who facilitates investment deals with business leaders, offered Altman a "golden visa" – a new government incentive aimed at attracting major investors to Indonesia. Altman, the 38-year-old CEO of OpenAI, agreed to this offer. The golden visa grants its holder ten years of waiting-line-free entry and exit at Indonesian airports and ports. To be eligible, an investor must intend to invest a minimum of $5 million in Indonesia and obtain a recommendation from a cabinet minister with presidential approval.
Indonesia has recently drawn significant foreign and domestic investments in various sectors. Luhut outlined four pillars in President Jokowi's development strategy to encourage investment: downstreaming, digitalization, connectivity, and village funding. Downstreaming focuses on in-country production of value-added goods from Indonesia's mineral and biodiversity resources, with a particular emphasis on nickel, tin, bauxite, and copper. The digitalization pillar involves digitalizing government paperwork and developing an AI ecosystem. The connectivity pillar covers infrastructure projects, including the construction of Indonesia's new national capital, Nusantara, in East Kalimantan. Lastly, village funding aims to boost economic activity at the village level. Challenges lie ahead for this multi-pillar approach, including environmental and social issues in industrial parks like the one in Central Sulawesi, where concerns about toxic waste disposal and unequal treatment of local employees have emerged. President Jokowi's downstreaming strategy is a long-term vision that will require continued commitment beyond his current term, which ends in October 2024. The success of these initiatives hinges on future leaders aligning with these plans to make Indonesia one of the world's top high-income economies by 2045, its golden centennial of nationhood.
