StatsCan (Statistics Canada) is set to implement a revised methodology starting on September 27, 2023, which will also retroactively assess the temporary resident population from 2021. This updated approach aims to address discrepancies in population estimates. Currently, StatsCan's methodology counts approximately 750,000 of the estimated one million non-permanent residents, with another 250,000 individuals, mainly international students, not accounted for in the census data. The previous census caused confusion among international students, as they were instructed not to complete registration if they had temporarily moved to live with their parents during the year. This ambiguity resulted in many students not completing their registration. Canada recently exceeded a population milestone, surpassing 40 million people. This achievement was higher than the official forecasts in 2013, which predicted a population of 38.7 million in 2023. The unexpected population growth can be attributed to a larger-than-expected increase in non-permanent residents and a stronger immigration rate.
In addition, Immigration Minister Marc Miller expressed that he does not believe Canada needs to reduce its current immigration targets, which aim to welcome 500,000 new permanent residents by 2025. Miller also mentioned that Canada is on track to welcome approximately 900,000 international students this year, a historic high and nearly triple the number from a decade ago. However, Housing Minister Sean Fraser has raised the possibility of imposing a limit on the number of international students accepted by Canada.
